The 20-1603-4001 usually has a hole spacing of 3/4" x 8-3/16", you could use the International Door Closer 853 as a replacement.

We ship the 1601 Norton Door Closer, which is a non size (meaning you can adjust the spring tension), which will work in place of the 1603BC, 1604BC, 1605BC and 1606BC.

The 9400 series is a slim-line, surface mounted electric strike designed to accommodate rim exit devices with a 1/2" throw Pullman latchbolt. All components are completely encased within its 1/2" thick stainless steel housing, so no cutting on the frame is required for installation. Simply place the electric strike on the surface of the frame, align it with the exit latchbolt, and install. An 1/8" spacer plate is provided to accommodate varying door gaps. The 9400 exceeds Grade 1 standards for strength and performance. It is field selectable for fail secure or fail safe operation, and for 12 or 24 VDC. Norton / Yale Door Closer Arm Shoe Assembly

Replacement Shoe Assembly for Norton 1600, 9300, 7500 and 8000 series door closers. And Yale 50, 2300, 8000 and 4400 series.
Base measures 11/16" x 2-1/4" with 1-3/4" center to center screw hole mounting. Bracket projects out 15/16". The pin is 3/8" diameter.
